Editorial assessment (context, not the score)

The 2016–24 presidency is not a civic saint and not a single-issue chip footnote. Those rest on gazettes, Taipower notices, CDC prints, and wires.

The offsets are dated. Same-sex marriage, an indigenous apology, transitional justice, defence-budget growth, New Southbound, early COVID relative success, and a completed 2024 handover are completed instruments. The LY, Taipower, CDC, and allies share several files.

She does not sit in the 2026 LY as president and she does not write a PLA exercise order. Confidence is high on the 2016 and 2020 elections, the 2019 marriage statute, and the 2024 handover, and medium where Taipower, TSMC, and later CPI sit between a signature and a welfare indicator.

Expert analysis

An excerpt; the full analysis opens on request.

The power she actually held

Tsai Ing-wen was president of Taiwan from 20 May 2016 to 20 May 2024. Lai Ching-te has been president since 20 May 2024. The Additional Articles make the president head of state and commander-in-chief. They do not make her the author of a PRC missile, a TSMC node, or a 2026 Lai cabinet order.

That limit is the first fact about her power. The second is that a completed handover is ordinary rotation, not a welfare miracle. The third is that she had already lost once, in 2012, so the 2016 win is a dated electoral instrument rather than a temperament.

She ran the Mainland Affairs Council and chaired the DPP before the presidency. Those earlier offices are not stored here as if they were 2016–24 statutes. Country is Taiwan. She is not president in 2026.

What went wrong, and what is proven

2017 labour-law revisions brought street unrest. Pension reform cut replacement rates and polarised veterans. 2018 referendums went against her camp on several files including marriage and energy. Panama’s 2017 switch is a completed diplomatic-space loss; later ally losses are neighbouring later dates, not this one. The Anti-Infiltration Act is a completed security statute with a documented chilling-effect complaint. CTi licence politics polarised the media file.

2021 drought curbs in chip hubs idled farms while fabs trucked water. 2022 COVID broke an earlier low-case spell. Blackouts and the nuclear-free 2025 path are dated energy costs. US pork polarised farmers. Pelosi 2022 brought PLA exercises she did not order. The 2023 egg-import scandal produced a ministerial resignation, expired stock, and mislabeling; that is a completed procurement failure, not a completed theft conviction against her. Housing-and-wage pressure sat under cost of living. Ultra-low fertility printed across both terms.

What improved, and how far

Same-sex marriage is a completed statute after a Constitutional Court clock. An indigenous apology is a completed rights instrument, not a land-title gazette. Transitional justice and ill-gotten-party-assets are dated accountability paths with due-process complaints stored as leaks, not as a reason to drop the row. Defence-budget growth and conscription extension are completed security instruments. New Southbound is a completed trade-diversification brand. Chip-cluster support and the June 2023 first US trade-initiative agreement are dated industrial instruments short of an FTA. 2016 and 2020 elections and the 2024 handover are completed rotation. Early COVID relative success is a dated health path later broken in 2022. Vaccine catch-up after a slow start is a neighbouring later row, not a rewrite of the delay.

Shared responsibility, and what the score does not say

Lai, the LY, Taipower, CDC, WRA, MOA, Biden, Abe, Kishida, and Xi are not extras. Treating Tsai as sole author of every blackout, or as a bystander on marriage equality, would be the same error in opposite directions. TSMC’s board writes process nodes. USTR writes Washington’s chapters. Beijing writes PLA exercise orders.

The score does not say she is president in 2026. It does not convert a PLA exercise into her personal missile. It does not convert an egg-program failure into a completed presidential theft. It does not convert an Anti-Infiltration Act into a finding that every opposition rally was foreign. Confidence is high on gazettes, CEC returns, and the handover, and medium where Taipower, TSMC, and later CPI sit between a signature and a welfare series.

Related people are Lai, Xi, Biden, Abe, Kishida, Wong, Marcos, Yoon, Jensen Huang, and von der Leyen. Related news includes Lai’s 2024 win, COVID, chips-adjacent China, and COP files already in production.

A former president is powerful enough to have owned those statutes. She is not powerful enough to be the 2026 incumbent or the author of a PLA exercise, and the catalog keeps that line visible. Keep 2016, 2018, 2019, 2021, 2022, 2023, and 2024 on separate dates. A 2026 Lai minority government does not unwrite a 2019 marriage statute. A later reactor debate does not unwrite a 2022 blackout.
