On 14 January 2008, attackers struck the Serena Hotel in Kabul, killing six people, including a US citizen. The FBI says Sirajuddin Haqqani is wanted for questioning in connection with the attack and alleges that he was involved in planning other violence, including a 2008 attempt to assassinate President Hamid Karzai. The attribution to Haqqani should remain explicitly framed as an FBI allegation because the wanted notice is not a criminal conviction.
