Ukraine Defence Ministry says Starshield 161 km/h limit remains
On 16 October 2026, Ukraine's Defence Ministry said Starshield connectivity quality had improved while a 161 km/h motion-speed restriction on terminals remained in place. In the causal graph this event strengthens Ukraine war (Crimea–Donbas–2022+), a driver that strengthens Global deaths from organized violence (UCDP) — a worsening welfare path.

On 16 October 2026, Ukraine's Defence Ministry said Starshield connectivity quality had improved while a 161 km/h motion-speed restriction on terminals remained in place. The ministry's statement confirmed that the speed cap itself had not been lifted even as service quality recovered for some Ukrainian users. Beskrestnov's earlier reporting on the cap sits in the same Starshield accountability story.
Restored lower-speed links but continued military restrictions
On the night of 13–14 October 2026, Ukrainian defence sources said SpaceX applied a new motion-speed restriction to terminals used through the Starshield military service, without warning Ukraine's armed forces. The source cited by Ukrinform gave an approximate upper threshold of 160 km/h, but said disruptions on different platforms were observed from about 72 to 161 km/h. This variation affected planning for fast interceptor and mid-range attack drones, frontline logistics and communications relays.
On 14 October, Ukrainian technology adviser Serhii Beskrestnov reported the sudden effects on unmanned missions. Later that day, Mykhailo Fedorov said links were recovering for platforms moving at up to roughly 160 km/h. The Ministry of Defence nevertheless confirmed that the 161 km/h cap remained. A return of service within the cap is a materially narrower result than restoration of high-speed connectivity. The ministry continued discussions with American counterparts, SpaceX and NATO partners while military units assessed alternative communications.
The restriction changed the practical use of satellite internet coverage during the ongoing war in Ukraine. A communications terminal on a fast aircraft can disconnect even while a ground-based terminal remains usable. On 15 October, reporting described Elon Musk's explanation that U.S. authorities controlled operational limitations for the military service. That statement assigned claimed decision-making responsibility but did not resolve Ukraine's operational losses or specify when the speed restriction would end.
