On 10 December 2025 Bolivian police detained former president Luis Arce in La Paz on Fondioc-era embezzlement allegations from his years as economy minister under Evo Morales. Attorney General Roger Mariaca said the alleged acts sat in the minister years, not the presidency, and that Arce would face an ordinary trial. On 12 December a judge ordered five months’ pre-trial detention in San Pedro prison, with a hearing dated 12 May 2026. Arce denied wrongdoing and called the case political. Paz officials alleged about $700 million diverted from an Indigenous-development fund. The $700 million figure is an allegation. It is not a completed conviction.
Context
He had left office on 8 November. The Fondioc file had sat since at least 2017. He remains a living former president. This page does not invent a later verdict.
8 November handover is parent. A later verdict, if it exists, would be a child. Store 10–12 December as the arrest-and-detention instrument. Keep Police detain Arce on Fondioc-era embezzlement allegations; a judge orders five months’ pre-trial detention on 2025-12-10 separate from neighbouring 26 June 2024 palace hour, 14 November 2024 TCP MAS resolution, 14 May 2025 withdrawal, 17 August 2025 first round, 8 November 2025 handover, and 10 December 2025 arrest.
The president of Bolivia is head of state, head of government, and commander-in-chief. He can appoint military commanders, propose budgets, and stand as a MAS candidate. He does not sit as a TCP magistrate, a TSE precinct printer, or a BCB teller.
Why it matters
The path is polarisation and MAS fracture: a completed post-office arrest that is not a completed conviction, remaining the $700 million figure as an allegation.
