Context
Reformasi dual-function limits sat as parent. Neighbouring May personnel print is a child. He did not sit as every DPR member, but his government initiated the bill.
Civilian-posts print 2025 is a child. Honorary four-star is a 2024 optics neighbour.
The President of Indonesia heads the national executive, appoints Cabinet, and is commander-in-chief of the TNI. A former Defense Minister and former Kopassus commander does not write a Komnas HAM report, a Constitutional Court age-rule, or a Chinese SOE nickel smelter by himself. A Komnas HAM finding is not a criminal verdict unless a court so holds. A campaign pledge is not a gazette.
Why it matters
The path is democratic resilience and social cohesion: a completed statute reopening military civilian office after Reformasi limits.

What the sources establish
Ministry of Defense of Indonesia carries the official instrument or communique. Reuters records the same dated act independently.
Established: 20 March 2025 DPR passage and same-day protests, independently reported.
Not established: that dual-function was thereby fully restored as in 1966–98, or a unique later protest-death coefficient from that Thursday.
His government proposed. Defence Minister Sjafrie defended. Students protested.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Parliament passes TNI-law revisions expanding military posts in civilian government, not a later speech about Parliament passes TNI-law revisions expanding military posts in civilian government.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to DPR voted. His government proposed. Defence Minister Sjafrie defended. Students protested. That limit is the alternative to treating office-holding as authorship of every later series.
