On 20 July 2012 President Putin signed Federal Law 121-FZ requiring NGOs that received foreign funding and engaged in ‘political activity’ to register as foreign agents. Later expansions reached media and individuals.

Context

The law followed 2011–12 protests. The justice ministry compiled registers; some groups dissolved rather than wear the label. Putin signed; the Duma passed; the justice ministry implemented.

Wartime censorship in 2022 is a different statute. Navalny’s organisations were later designated under successor instruments.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

Why it matters

The path is democratic-resilience: a completed stigma-and-register statute raises the cost of independent civic organisation.

What the sources establish

President of Russia carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 20 July 2012 signed statute creating a foreign-agent register for NGOs with foreign funding.

Not established: that every later media designation was this 2012 text, or a unique civil-society headcount from the signing day.

The Duma passed it. The justice ministry built the register.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin signs the 2012 foreign-agent statute for NGOs, not a later speech about Putin signs the 2012 foreign-agent statute for NGOs.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He signed 121-FZ. The Duma passed it. The justice ministry built the register. That limit is the alternative to treating office-holding as authorship of every later series.
