Context

The president of Tunisia is head of state. He can invoke Article 80, sack a prime minister, and accept an ISIE return. He does not write an ISIE decision as if he were the commission, and he does not invent a unique arrest integer here.

What the sources establish
Reuters carries the official instrument or communique. Al Arabiya records the same dated act independently.
Established: He announced the freeze, the lifting of immunity, and the sack of Mechichi on 25 July 2021, citing Article 80.
Not established: A unique 25 July death or arrest integer, or that a seated Constitutional Court validated the freeze.
The army and ISIE later executed neighbouring steps. Sharing execution is not a reason to drop 25 July 2021.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Saied invokes Article 80, sacks the prime minister, and freezes parliament, not a later speech about Saied invokes Article 80, sacks the prime minister, and freezes parliament.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He invoked Article 80. That limit is the alternative to treating office-holding as authorship of every later series.
