On 23 January 2024 the Grand National Assembly approved Sweden’s NATO accession protocol after months of delay Erdoğan had used as leverage on PKK/YPG and other files.

Context

Finland had already joined. Sweden’s file sat on Turkish and Hungarian desks. The presidency sent the protocol; the Assembly voted; NATO later completed accession. He did not vote in the Riksdag.

Finland’s 2023 accession is a neighbouring Alliance Fact. The invasion that prompted both applications is a Russian instrument.

The president of Turkey is head of state and, since the 2017 executive-presidency reform, head of government. The Grand National Assembly writes statutes; the Official Gazette records decrees; courts, governors, and the armed forces implement. He does not write a European Council conclusion, an IMF programme, or a UN General Assembly resolution.

Why it matters

The path is democratic-resilience for the Alliance’s northern expansion: a completed ratification removes a veto on Sweden’s accession.

What the sources establish

Grand National Assembly of Turkey carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 23 January 2024 Assembly approval of Sweden’s NATO protocol, independently reported.

Not established: that the delay had no cost, or a unique later Baltic security coefficient from that afternoon.

Deputies voted. NATO completed accession later.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Turkey’s parliament approves Sweden’s NATO accession protocol, not a later speech about Turkey’s parliament approves Sweden’s NATO accession protocol.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He released the protocol to the Assembly after delay. Deputies voted. NATO completed accession later. That limit is the alternative to treating office-holding as authorship of every later series. The Grand National Assembly, the Official Gazette, governors, courts, and foreign counterparties share specific files. Allegation is not a completed judgment. A detention is not a conviction.
