Alexander Zakharchenko

Alexander Zakharchenko

Not rated

Alexander Zakharchenko led the Russian-backed self-proclaimed Donetsk People's Republic from August 2014, replacing the Russian citizen Alexander Borodai during the war in Donbas (The Guardian (opens in a new tab)). In February 2015 he signed the Minsk II package alongside Ukraine, Russia, the OSCE and the Luhansk separatists, though fighting continued. He was killed by a bomb in a Donetsk café in August 2018 (Wikipedia (opens in a new tab)). Bottom line: a Moscow-installed warlord of an occupation regime.

Documented record and accountability

The accountability-relevant record for Alexander Zakharchenko starts with documented decisions and formal roles, not reputation alone. Alexander Vladimirovich Zakharchenko was a pro-Russian separatist leader who was the Russia-installed head of state and prime minister of the Donetsk People's Republic, a self-proclaimed state and Russian-backed rebel group which declared independence from Ukraine on 11 May 2014. Read this through Ukraine war (Crimea–Donbas–2022+): the test is whether the documented conduct changed institutions, policy, economic conditions, coercive capacity, or political competition.

On 2018-08-31, the record identifies Zakharchenko killed in Donetsk café explosion. On 2015-02-12, the record identifies Zakharchenko signs Minsk II package. On 2014-08-07, the record identifies Alexander Zakharchenko becomes head of the self-proclaimed DPR. These dated entries identify observable acts. An appointment, resignation, election, judgment, vote, statement, financial decision, or administrative measure should be attributed to Alexander Zakharchenko only to the extent the cited record supports it. A downstream result belongs to the same actor only when evidence shows a decision, order, vote, ownership interest, formal responsibility, or similarly direct connection. The same rule applies to Alexander Zakharchenko: association or political proximity is not enough to establish shared authorship.
