The heaviest documented costs sit on two clusters, not on a personality adjective.

First, a halt of remaining army stocks on one Ukraine war. On 8 November 2023 his cabinet rejected a previously drafted package of KUB rockets and ammunition for Ukraine (Reuters (opens in a new tab)). He had pledged zero military aid from army stores after 25 October. Private-industry exports continued; this page does not convert them into a rebate and does not convert a Kiel Institute prior-government allocation into Fico size. Second, 2024 institution reconstruction. Parliament voted to amend the penal code and abolish the special prosecutor’s office. The Constitutional Court later halted parts and let the office’s abolition proceed. On 20 June 2024 parliament approved the RTVS-to-STVR revamp. That hangs on civic-space and digital-censorship, not on Glavlit media-freedom.

The 15 May 2024 shooting is an attack by another person. It is not exoneration and is not stored here as a welfare credit. Identity and office

Robert Fico is prime minister of Slovakia for a fourth time from 25 October 2023, after 2006–2010 and 2012–2018. The National Council can still unseat him. Brussels still holds recovery funds. He owned the 2023 Ukraine-stocks guideline without owning every NATO round and without owning a Kiel prior-government allocation.

The Ukraine file is one war, already minted. This page reuses ukraine-war and durability-of-allied-military-assistance. It does not mint a second Ukraine war. It does not hang the halt on territorial-revisionism.

On 26 October 2023, the day after taking office, he told lawmakers he would support zero military aid to Ukraine from state stocks. On 8 November 2023 the cabinet rejected a remaining package of 140 KUB rockets, more than 5,000 rounds of 125 mm ammunition, and millions of small-arms rounds that a caretaker government had drafted (Reuters (opens in a new tab)). Diplomats noted army stocks were already largely depleted. Private manufacturers continued. This page stores the stocks halt. It does not invent Kiel €680m as his size.

The 2024 justice file is dated. In February parliament voted to amend the penal code and abolish the special prosecutor’s office. Fico said shutting the office was the most important thing achieved. The Constitutional Court halted parts of the overhaul and let the abolition proceed.

The broadcaster file is dated. On 20 June 2024 parliament approved the RTVS reconstruction, renaming it STVR, replacing the director, and installing a council appointed by the culture minister and parliament (Reuters (opens in a new tab)). Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. Euro 2009 sat under an earlier term. A certified 2023 election is procedure. Remaining inside the Union while bargaining funds is continuity, not a welfare miracle. Private-industry munitions are not converted here into a Fico military-aid credit.

Contributions and limits of responsibility

He chaired the cabinet that rejected remaining stocks. His majority passed the criminal-code and STVR texts. He did not fire HIMARS and he did not pull a 2018 trigger. Peter Pellegrini, now president, is unresolved. Sharing a coalition with Hlas and SNS is not a reason to drop the rows.
