Min Aung Hlaing junta atrocity (Myanmar)
Min Aung Hlaing junta atrocity is one continuing command mechanism in Myanmar: the Commander-in-Chief who ordered 2017 Rakhine “clearance operations” against the Rohingya, seized the elected government on 1 February 2021, chaired the State Administration Council until 31 July 2025, and remains the person whose air force, prisons, and draft have been used against civilians after the coup. Its strongest welfare pathway: it strengthens Global deaths from organized violence (UCDP), a worse welfare reading.

What this driver is
Min Aung Hlaing junta atrocity is one continuing command mechanism in Myanmar: the Commander-in-Chief who ordered 2017 Rakhine “clearance operations” against the Rohingya, seized the elected government on 1 February 2021, chaired the State Administration Council until 31 July 2025, and remains the person whose air force, prisons, and draft have been used against civilians after the coup. It is a mechanism with dates, not a temperament and not a “disciplinarian restoring order” brochure.
Neighbouring mechanisms — civic space, capacity for peaceful transfer of power, electoral integrity — can move with this file. They do not replace it. A later rubber-stamp presidency is not a rebate of 2017 or of 1 February 2021.
It applies from the 25 August 2017 Rakhine operations through the 1–2 February 2021 coup and SAC formation, the July 2022 hangings, documented aerial attacks on gatherings, the 10 February 2024 conscription activation, and the 3–10 April 2026 parliamentary elevation to the presidency. UN Special Rapporteur and OHCHR figures are estimates; contested integers stay contested.
The legal neighbourhood is the UN Independent International Fact-Finding Mission (A/HRC/39/64), The Gambia v. Myanmar at the International Court of Justice (provisional measures 23 January 2020; jurisdiction 22 July 2022), and the ICC Prosecutor’s 27 November 2024 application for an arrest warrant for crimes against humanity of deportation and persecution. An application is not a public warrant. This page does not convert a pending chamber decision into a completed Hague arrest.
Mechanism
The atrocity file moves welfare through named channels.
First, clearance and deportation. From 25 August 2017 the Tatmadaw, with police and border-guard support, conducted operations in Rakhine that the ICC Prosecutor later alleged as deportation and persecution of Rohingya into Bangladesh between that date and 31 December 2017. Flight counts are estimates. This page does not invent a unique Rohingya death total.
Second, seizure of the elected government. On 1 February 2021 the armed forces detained Aung San Suu Kyi, Win Myint, and NLD leaders, declared a state of emergency, and transferred legislative, executive, and judicial power to the Commander-in-Chief. On 2 February he formed the State Administration Council. That is a completed coup, not an election-fraud inquiry.
Third, judicial killing after closed trials. On 25 July 2022 state media announced the hanging of Kyaw Min Yu (Ko Jimmy), Phyo Zeya Thaw, Hla Myo Aung, and Aung Thura Zaw — the first executions in decades. Families were not allowed to retrieve bodies.
Fourth, air power against gatherings. On 11 April 2023 the air force struck Pazigyi village, Kanbalu Township, Sagaing, during a community opening. The Secretary-General condemned the attack. Junta spokesmen called it a precision strike on People’s Defence Force stores. Independent tallies of dead run from about 100 on first UN/AP reports to later NUG and local figures above 160. Those are estimates.
Fifth, a draft to refill battalions. On 10 February 2024 the SAC activated the 2010 People’s Military Service Law. Tom Andrews called it a sign of weakness and desperation. Evading the draft is a prison term. This page does not invent a unique 2024–25 battlefield-loss coefficient.
Sixth, the post-coup war’s 2023 intensification. On 27 October 2023 the Brotherhood Alliance opened Operation 1027 in northern Shan State. Junta towns fell. That is the same command’s war, not a reason to mint a second driver named myanmar-junta-war. Ethnic-armed-organisation names stay unresolved here.
Timing is hours for an airstrike and years for a displacement stock. A later genuine competitive transfer, a public ICC warrant that is executed, or a measured series argued as a consequence of these instruments would be a different fact. It would not hang this driver on Soviet state-repression or on ukraine-war.
Evidence base
The best evidence is UN, court, and contemporaneous independent reporting, plus junta state media for the instruments the junta itself announced.
A/HRC/39/64 (2018) is the Fact-Finding Mission’s public account of 2017. The ICC Prosecutor’s 27 November 2024 statement is an application, not a warrant (https://www.icc-cpi.int/news/statement-icc-prosecutor-karim-aa-khan-kc-application-arrest-warrant-situation-bangladesh (opens in a new tab)). ICJ orders of 23 January 2020 and the 22 July 2022 judgment on preliminary objections are the Gambia case (https://www.icj-cij.org/case/178 (opens in a new tab)). Reuters, AP, and UN News recorded the coup, the hangings, Pazigyi, conscription, and the 27 October 2023 Operation 1027 opening in the same weeks the junta’s Global New Light of Myanmar announced them.
This page does not invent a unique Rohingya death total, a unique post-coup civilian death total, or Contribution.size from a contested estimate. Where a UN Special Rapporteur or OHCHR prints a range, quote the range with the document date.
Evidence is strongest for a completed coup announcement, a state-media execution notice, a Secretary-General condemnation of a named airstrike, and an ICC Prosecutor application. It is weaker for any unique first-day death coefficient. It is weakest where a later presidential gazette is asked to rebate 2017.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into organised-violence deaths and conflict displacement.
- Global deaths from organized violence (UCDP): direction higher deaths when clearance operations, coup-crackdown, and airstrikes intensify. Horizon: same year. Confidence: high for the occurrence of the instruments; this page does not invent a unique Myanmar integer.
- People internally displaced by conflict and violence (IDMC): direction higher displacement when Rakhine operations and post-coup aerial campaigns empty villages. Horizon: days to years. Confidence: medium-high for 2017 and 2021– as recorded by UN and IDMC language on the edge.
An electricity-access or PISA path does not follow from this driver without a sourced channel. Missing coefficients stay missing.
The welfare sign of the driver on those indicators is negative: strengthening junta atrocity increases a lower-is-better death count and a lower-is-better displacement stock. That is the opposite of treating a 2026 parliamentary elevation as a civilian miracle that rebates Pazigyi.
Interactions and contested points
The mechanism interacts with civic space, electoral integrity, and capacity for peaceful transfer of power when a barred NLD, a hanging, and a rubber-stamp presidency sit in the same command. Reinforcement is obvious. Offsetting is the claim, common in commissioned-positive coverage, that elections, a draft, or a presidential title restore order. Those are different instruments. They can be stored. They do not cancel 1 February 2021 or 25 August 2017.
The strongest competing view is that 2017 was a counter-insurgency after ARSA attacks and that 2021 was an election-fraud emergency under the 2008 constitution. The FFM, the ICC Prosecutor’s application, and the completed detention of the elected government remain the independent and official records this driver uses. ARSA’s 25 August 2017 attacks are neighbouring; they are not a veto of clearance-operation authorship.
A second competing view is that this is Soviet state-repression or ukraine-war. It is not. Those are different centuries or a different war.
Not established: a unique death total or that a 2026 presidency opened civic space. A later genuine contest or an executed warrant would be a new fact. This page is not myanmar-junta-war as a second name.
