Net harmfulFormula-derived score

The through-line is 2017 Rakhine clearance command, a completed seizure of the elected government, hangings of activists, aerial attacks on gatherings, and a draft to refill battalions — not a disciplinarian restoring order. A living ruler is scored on those instruments, not as a civilian-title brochure. The largest negative contribution to the formula-derived score is “Armed forces detain the elected government and transfer power to Min Aung Hlaing; SAC follows” (2021).

Editorial assessment (context, not the score)

The heaviest documented costs sit on two clusters, not on a personality adjective.

First, Rakhine 2017 and the later court file. From 25 August 2017 the Tatmadaw conducted clearance operations. The UN Fact-Finding Mission’s A/HRC/39/64 recorded massive violations. On 27 November 2024 the ICC Prosecutor applied for an arrest warrant for crimes against humanity of deportation and persecution between 25 August and 31 December 2017 (ICC OTP (opens in a new tab)). A chamber decision is pending. Flight and death totals are estimates. This page does not invent them. That file hangs on the owned junta-atrocity driver, not on a Soviet repression row.

Second, the coup and what followed on his watch. On 1 February 2021 the armed forces detained the elected leadership and transferred power to him; on 2 February he formed the SAC (Reuters (opens in a new tab)). On 25 July 2022 state media announced four hangings. On 10 February 2024 the draft was activated. On 3 April 2026 a junta-managed parliament elected him president (NYT (opens in a new tab)). That elevation is not stored as a rebate.

Confidence is high on the coup announcement, the hanging notice, the Secretary-General’s Pazigyi condemnation, the ICC application, and the 2026 vote, and medium where later casualty series sit between a UN estimate and a measured indicator. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Min Aung Hlaing has been president of Myanmar since 10 April 2026, after a 3 April parliamentary vote. He was Commander-in-Chief from 2011 and SAC chairman from 2 February 2021 until that council was wound up on 31 July 2025. Aung San Suu Kyi, the detained state counsellor, is named as an unresolved person candidate. This run does not mint a page for her. Win Myint is likewise unresolved.

The Rohingya file is command, not a rumour. From 25 August 2017 the Tatmadaw conducted clearance operations in Rakhine after ARSA attacks the same day. ARSA’s attacks are neighbouring; they are not a veto of CinC authorship. The UN Fact-Finding Mission’s public report recorded massive violations and named senior command (OHCHR / FFM (opens in a new tab); A/HRC/39/64 (opens in a new tab)). The Gambia brought Myanmar to the ICJ; provisional measures issued on 23 January 2020; jurisdiction was upheld on 22 July 2022 (ICJ, case 178 (opens in a new tab)). On 27 November 2024 the ICC Prosecutor applied for an arrest warrant for deportation and persecution. As of April 2026 rights groups still recorded the application as pending. This page does not claim a public warrant.

The coup file is official. On 1 February 2021, hours before the new Union Assembly was to sit, the armed forces detained Aung San Suu Kyi, Win Myint, and NLD leaders and declared a state of emergency transferring power to the Commander-in-Chief. On 2 February he formed the eleven-member SAC (Reuters (opens in a new tab)). Treasury designated him on 11 February 2021 under the new Burma executive order (U.S. Treasury (opens in a new tab)).

On 25 July 2022 the junta announced it had executed Kyaw Min Yu (Ko Jimmy), Phyo Zeya Thaw, Hla Myo Aung, and Aung Thura Zaw after closed military-court trials (Reuters (opens in a new tab)). Families were denied the bodies. Those four hangings are the Fact. AAPP’s wider death-sentence count is neighbouring and is not supplied as Contribution.size.

On 11 April 2023 the air force struck a gathering at Pazigyi, Kanbalu Township, Sagaing. The Secretary-General condemned the attack (UN News (opens in a new tab)). AP recorded early reports of as many as 100 dead (AP (opens in a new tab)). Junta spokesmen said they had hit PDF stores. Later NUG and local tallies ran higher. Those are estimates. This page does not pick one integer.

On 10 February 2024 the SAC activated the 2010 People’s Military Service Law (AP (opens in a new tab)). UN Special Rapporteur Tom Andrews called the draft a sign of desperation (UN News (opens in a new tab)). This page does not invent a unique 2024–25 battalion-loss coefficient.

On 24 April 2021 he sat in Jakarta when ASEAN issued a Five-Point Consensus calling for an immediate cessation of violence (ASEAN (opens in a new tab)). Subsequent ASEAN reviews recorded little implementation. That meeting is neighbouring diplomacy on the same command, not a rebate.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A 3 April 2026 parliamentary elevation and a 10 April oath are procedure after a junta-managed poll. They are not stored here as a civic opening. A later genuine competitive transfer would be a different fact.

Contributions and limits of responsibility

He commanded the 2017 operations as CinC. He received transferred power on 1 February 2021 and formed the SAC. State media announced hangings on his watch. The air force that struck Pazigyi is his service’s air force. The draft was an SAC activation. Sharing execution with pilots, prison staff, and later a rubber-stamp assembly is not a reason to drop the rows. It is a reason not to treat every contested village death as a personal homicide coefficient from 25 August 2017.

Causal chain through facts

2017 clearance and later ICC application strengthen the owned junta-atrocity driver. 1 February 2021 weakens capacity for peaceful transfer of power and electoral integrity. Hangings and Pazigyi weaken civic space and strengthen the atrocity driver. Conscription is a dated refill of the same command. The 2026 presidency is a junta-managed elevation, not a rebate. None of these hang on territorial-revisionism, ukraine-war, or Soviet state-repression. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments are clearance command, a coup, hangings, airstrikes, and a draft. A later genuine contest, an executed warrant, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Aung San Suu Kyi, Win Myint, Kyaw Min Yu, and Phyo Zeya Thaw remain names on this file, not invented biographies.
