On 30 July 2024 the Carter Center, the independent observation organisation accredited for the 28 July vote, stated that Venezuela’s presidential election “did not meet international standards of electoral integrity and cannot be considered democratic,” and that it could not verify or corroborate CNE’s announced results because precinct results were not published. It is not the CNE announcement and not the opposition acta compilation. He did not write the Carter statement. Store complex.

Context

CNE 28–29 July sat as parent. Neighbouring repression is a sibling street file. He did not sit as the Carter Center.

CNE 28 July is the parent announcement. Opposition actas are a neighbour status. Repression 29 July is a sibling.

The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws. He does not write an OFAC designation, an ICC Pre-Trial Chamber decision, or a Colombian migration statute. A CNE announcement is not an opposition acta and is not a Carter Center finding. Those three statuses stay on separate rows. An ICC investigation is not a conviction. An IMF figure is labelled as an estimate where BCV stopped publishing. Sanctions after 2017 and 2019 are an external causal factor; they do not erase the pre-2017 PDVSA-and-policy collapse.

Why it matters

The path is democratic resilience: a completed independent finding that the process cannot be considered democratic, stored separately from CNE’s percentage and from opposition actas.
