On 15 February 2024 Foreign Minister Yván Gil announced the suspension of the OHCHR technical advisory office and ordered its staff to leave within 72 hours, a clock running through 16 February. The government cited alleged bias after OHCHR comments on detentions including Rocío San Miguel. Staff later left. He did not sit as OHCHR.

Context

Machado ban and San Miguel detention sat as parent weather. Neighbouring 2021 Bachelet restrictions are the parent presence fight. 2024 election is a later child.

OHCHR 2021 restrictions are the parent. Machado 26 January is a neighbour. CNE 28 July is a later child.

The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws. He does not write an OFAC designation, an ICC Pre-Trial Chamber decision, or a Colombian migration statute. A CNE announcement is not an opposition acta and is not a Carter Center finding. Those three statuses stay on separate rows. An ICC investigation is not a conviction. An IMF figure is labelled as an estimate where BCV stopped publishing. Sanctions after 2017 and 2019 are an external causal factor; they do not erase the pre-2017 PDVSA-and-policy collapse.

Why it matters

The path is humanitarian access: a completed expulsion of the UN human-rights technical presence before the 2024 vote.

What the sources establish

OHCHR carries the official instrument or communique. Reuters records the same dated act independently.

Established: 15 February 2024 72-hour leave order, independently reported; staff subsequently left.

Not established: that every later detention was thereby hidden as a unique coefficient, or that OHCHR uniquely authored a coup.

He owned the executive. OHCHR recorded the order. The 2019 letter of understanding sat as parent.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Caracas orders OHCHR technical-office staff to leave within 72 hours, not a later speech about Caracas orders OHCHR technical-office staff to leave within 72 hours.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Gil announced. He owned the executive. OHCHR recorded the order. That limit is the alternative to treating office-holding as authorship of every later series.
