Post-election protests meet a detention wave documented by OHCHR, the UN FFM, and PROVEA

From 29 July 2024, after CNE’s announcement, protests were met with a detention-and-force wave. In the causal graph this event strengthens Judicial independence erosion (court capture), a driver that strengthens Rule of Law Gap from the Highest Governance Score — a worsening welfare path.

From 29 July 2024, after CNE’s announcement, protests were met with a detention-and-force wave. OHCHR and the UN Independent International Fact-Finding Mission (A/HRC/57/57 and CRP.5) later described a state plan to repress dissent. PROVEA and other NGOs printed detention tallies in the thousands.

Context

CNE 28 July sat as parent. Neighbouring Carter 30 July is a sibling finding about the vote, not this street file. He did not sit as every SEBIN officer.

CNE 28 July is the parent night. Carter 30 July is a sibling electoral finding. ICC remains a neighbour docket.

The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws. He does not write an OFAC designation, an ICC Pre-Trial Chamber decision, or a Colombian migration statute. A CNE announcement is not an opposition acta and is not a Carter Center finding. Those three statuses stay on separate rows. An ICC investigation is not a conviction. An IMF figure is labelled as an estimate where BCV stopped publishing. Sanctions after 2017 and 2019 are an external causal factor; they do not erase the pre-2017 PDVSA-and-policy collapse.

What the sources establish

OHCHR / Human Rights Council carries the official instrument or communique. Human Rights Watch records the same dated act independently.

Established: July–August 2024 post-election repression independently reported; A/HRC/57/57 and CRP.5 as later international findings, not convictions.

Not established: a unique unofficial death or detention total beyond the named sources, or that the FFM report is a completed criminal verdict.

SEBIN, DGCIM, PNB, and TSJ share the detention file. OHCHR and the FFM wrote findings.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Post-election protests meet a detention wave documented by OHCHR, the UN FFM, and PROVEA, not a later speech about Post-election protests meet a detention wave documented by OHCHR, the UN FFM, and PROVEA.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the executive and FANB weather. OHCHR and the FFM wrote findings. That limit is the alternative to treating office-holding as authorship of every later series.
