On the night of 28 July 2024, into 29 July, CNE president Elvis Amoroso announced that Nicolás Maduro had won the presidential election with about 51 percent against about 44 percent for the opposition ticket, citing roughly 80 percent of tallies transmitted, and did not publish precinct-level results. Opposition organisations published polling-station actas showing a different winner. It is not the opposition acta compilation and not the Carter Center finding. Those are neighbouring statuses.
Context
Machado disqualification sat as parent. Neighbouring Carter 30 July is a child finding. He did not sit as every machine printer.
Machado 26 January is the parent exclusion. Carter 30 July is a child finding.
The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws. He does not write an OFAC designation, an ICC Pre-Trial Chamber decision, or a Colombian migration statute. A CNE announcement is not an opposition acta and is not a Carter Center finding. Those three statuses stay on separate rows. An ICC investigation is not a conviction. An IMF figure is labelled as an estimate where BCV stopped publishing. Sanctions after 2017 and 2019 are an external causal factor; they do not erase the pre-2017 PDVSA-and-policy collapse.
Why it matters
The path is democratic resilience: a completed CNE win announcement without precinct results, remaining actas and Carter as separate statuses.

What the sources establish
CNE carries the official instrument or communique. Reuters records the same dated act independently.
Established: CNE’s 28–29 July 2024 announcement of a Maduro win without precinct-level publication, independently reported.
He was the incumbent candidate. FANB and TSJ later sat on children. Opposition organisations published actas as a neighbour status.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies CNE announces a Maduro win in the 28 July 2024 presidential election without precinct-level results, not a later speech about CNE announces a Maduro win in the 28 July 2024 presidential election without precinct-level results.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to CNE announced. He was the incumbent candidate. FANB and TSJ later sat on children. That limit is the alternative to treating office-holding as authorship of every later series.
