Déby hereditary junta
Déby hereditary junta is one continuing domestic mechanism in Chad: the generals who, on 20 April 2021, named Mahamat Idriss Déby Itno president of a Transitional Military Council the day his father Idriss Déby Itno died at the FACT front, replacing the 2018 constitution with a charter that made the son interim president and commander of the armed forces. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Déby hereditary junta is one continuing domestic mechanism in Chad: the generals who, on 20 April 2021, named Mahamat Idriss Déby Itno president of a Transitional Military Council the day his father Idriss Déby Itno died at the FACT front, replacing the 2018 constitution with a charter that made the son interim president and commander of the armed forces. It is a mechanism, not a stabilising-caretaker brochure and not a Soviet-scope repression row.
The driver is not a unique FACT or October 2022 death census invented here, not Ukraine, not Nagorno-Karabakh, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, capacity for peaceful transfer of power — can move with this file or against it. They do not replace it. Chad is not an AES member. A unique refugee integer is not this node. This node is 20 April 2021, 20 October 2022, 28 February 2024, and 16 May 2024.
It applies to Chad from the 20 April 2021 CMT investiture through the 2024 constitutional presidency. It is not proxy-war-intensity (1919–50) and not territorial-revisionism. It is not goita-junta-and-aes-break, traore-junta-aes, or tiani-2023-coup-niger; those are Mali’s, Burkina Faso’s, and Niger’s owned slugs.
The legal core is the 20 April 2021 state-television CMT announcement and the 21 April transitional charter; the 20 October 2022 crackdown after the dialogue extended the clock; the 28 February 2024 killing of Yaya Dillo as announced by the prosecutor; and the 16 May 2024 Constitutional Council confirmation of the 6 May poll. A speech that calls the 2024 ballot a return to constitutional order does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, hereditary succession against the 2018 text. On 20 April 2021 army spokesman Azem Bermandoa Agouna announced Idriss Déby’s death on state television and named Mahamat president of a fifteen-general council, with an 18-month transition, a nationwide curfew, and closed borders. The 2018 constitution required the National Assembly speaker, Haroun Kabadi, to act and to call an election within 45–90 days. Kabadi is unresolved. Idriss Déby is named in prose and is not minted. Reuters recorded France defending the takeover as needed for stability. This page does not invent a unique 20 April combat integer as Contribution.size.
Second, civic freeze when the clock was extended. The CMT’s national dialogue postponed elections toward October 2024 and allowed the junta head to remain. On 20 October 2022, the original 18-month mark, security forces fired on banned protests in N’Djamena, Moundou, and other cities. Prime Minister Saleh Kebzabo announced a provisional 50 dead and 300 injured and said forces acted in self-defence. Amnesty recorded live ammunition and called for an immediate halt. Human Rights Watch recorded scores shot. Chad’s CNDH later reported at least 128 deaths; the Ligue tchadienne des droits de l’Homme later reported a higher tally. Those instruments disagree. This page does not invent a unique integer or average them into a size. A 2023 amnesty law later closed prosecutions of the force file.
Third, opposition removal before the poll. On 28 February 2024 the state prosecutor announced that Yaya Dillo, president of the Parti socialiste sans frontières and a Zaghawa cousin widely treated as a May contender, had been killed in an exchange of fire after an alleged attack on the National State Security Agency. Human Rights Watch recorded the killing at party headquarters and called for an independent investigation. Reuters later published forensic reviews of a photograph that five experts said was compatible with a contact wound, contesting the exchange-of-fire account. Authorship of a completed extra-judicial execution is not stored as a unique conviction here. Dillo is unresolved. This run does not mint him.
Fourth, constitutional laundering. CONOREC announced an 86 percent “yes” on the 17 December 2023 referendum; the Supreme Court validated on 28 December. On 6 May 2024 a presidential poll was held. On 9 May ANGE declared Mahamat the winner with 61.3 percent against Succès Masra at 18.53 percent. Masra had claimed victory on Facebook before the announcement. On 16 May the Constitutional Council dismissed challenges and confirmed the result. Masra is unresolved. He was later arrested on 16 May 2025 and sentenced on 9 August 2025; a 14 August 2026 pardon is neighbouring and is not a rebate of 16 May 2024.
Timing is hours for a state-television succession and years for a charter, a crackdown, and a confirmed poll. A later genuine rotation would be a new fact. It would not hang this driver on Glavlit, Ukraine, Karabakh, or a unique IDP stock invented here.
Evidence base
The best evidence is the 20 April 2021 television announcement, the 21 April charter as reported, the 20 October 2022 Amnesty/HRW/CNDH products, the 28 February 2024 prosecutor statement, and the 16 May 2024 Council confirmation.
Al Jazeera, 20 April 2021 (https://www.aljazeera.com/news/2021/4/20/chads-military-announces-new-interim-government-after-deby-death (opens in a new tab)). RFI, 22 April 2021, on the published charter. Reuters, 21 April 2021. BBC, 21 April 2021, “dynastic coup.” Amnesty, 21 October 2022. Human Rights Watch, 26 October 2022. Human Rights Watch, 1 March 2024, on Dillo. Reuters, 9 May 2024, ANGE. Reuters, 16 May 2024, Constitutional Council.
This page does not invent a unique October 2022 death integer or a unique Dillo-day size as Contribution.size. Quote Kebzabo’s 50, CNDH’s 128, and LTDH’s later tally as contested instruments.
Evidence is strongest for the televised CMT title, the dated crackdown, the prosecutor’s Dillo announcement, and the Council confirmation. It is weaker for any unique first-night casualty. It is weakest where a sovereignty or anti-FACT slogan is asked to rebate 20 April 2021.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a son is named by generals against the 2018 vacancy rule, when an extended clock is enforced with live fire, and when a council confirms a poll after a leading cousin is dead. Horizon: a reporting year. Confidence: high for the dated television, prosecutor, and Council instruments.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening hereditary junta rule reduces a higher-is-better say-in-government reading. That is the opposite of treating 6 May 2024 as a democratic dawn.
Interactions and contested points
The mechanism interacts with electoral integrity because the 2018 text required a speaker-led vacancy election and the 2024 poll was organised by institutions the junta named. Offsetting is the claim that an ANGE majority rebates 20 April 2021. The Council text can be stored. It does not cancel the CMT.
The strongest competing view is that FACT’s 2021 offensive and Sudan’s 2023 war required a soldier-president. Those neighbouring wars can be stored as neighbourhood. They do not mint ukraine-war or eastern-drc-m23-rdf, and they do not cancel the skipped speaker.
It is not. Chad did not sign the Liptako-Gourma Charter. Those slugs remain theirs.
Established: 20 April 2021 CMT title; 20 October 2022 crackdown as a dated force file with contested tallies; 28 February 2024 prosecutor announcement that Dillo was dead; 16 May 2024 Council confirmation. Not established: a unique October 2022 integer, a unique extra-judicial-execution conviction, or minted pages for Idriss Déby, Kabadi, Masra, or Dillo. A later genuine contest would be a new fact. It would not rename this driver as a caretaker success.
