Beginning in the early 1970s, Finland merged grammar, civic and primary schools into a single nine-year municipal comprehensive school (peruskoulu) educating all children together regardless of background, with a guideline-based national core curriculum and high school/teacher autonomy. The reform is widely credited as a foundation of Finland's strong PISA performance in the 2000s.
